Partnership brief.
KALMA Foundation is a new, survivor-centered nonprofit serving the Greater Prince William area. During its first year, KALMA is building the partnerships, safeguards, community knowledge, and funding readiness required to support survivors moving from immediate safety toward stable housing and independence. KALMA is not currently operating a shelter or providing guaranteed housing. It is preparing a responsible, measurable, partner-connected housing-stability model for future implementation.
What KALMA is doing this year.
- Build a qualified board and governance structure.
- Develop safety, confidentiality, consent, and referral policies.
- Meet with community providers and people with lived experience.
- Build relationships across housing, domestic violence, legal, behavioral health, workforce, benefits, and family support organizations.
- Create and maintain a verified resource and referral network.
- Design a fundable, measurable housing-stability pilot for future implementation.
Target population
Adult survivors of domestic violence in Prince William County, Manassas, Manassas Park, and Dumfries who are moving from immediate safety toward stable housing, financial recovery, and independent living. KALMA may coordinate with qualified partners when a person is facing housing insecurity or other crisis-related barriers.
Referral pathway
KALMA is building a verified, two-way referral pathway: a person contacts KALMA or is referred by a partner, KALMA listens and identifies practical barriers, and KALMA connects the person to the qualified provider best suited to help. Referrals are made with the person's knowledge and consent, and KALMA follows up to confirm the connection was made.
Confidentiality approach
KALMA is developing written privacy, consent, records-access, and mandatory-reporting policies before it collects sensitive information at scale. Until those systems are finalized and verified, KALMA explains how information will be used before collecting it, keeps records minimal, and shares information only with documented consent or when disclosure is legally required.
Boundaries
KALMA does not operate a shelter, crisis line, medical service, clinical counseling service, or legal service, and does not guarantee housing placement, rental assistance, hotel vouchers, or employment. KALMA refers rather than duplicates, and adds services only when funding, staffing, training, insurance, policies, and board approval are in place.

- Follow-up after referrals so people do not fall through the gaps between agencies.

- A partner-connected housing-stability pilot designed with providers, not around them.
- Volunteer, in-kind, and donor engagement that supports the wider provider network.
